Description:

Social Security in the United States is a mandatory, contributory social insurance program that provides wage earners with a basic level of income during retirement. Social Security was designed as a pay-as-you-go program whereby the contributions of today’s workers pay for the benefits of today’s retirees. Reform of Social Security has become one of President George W. Bush’s chief domestic issues.

This paper briefly explores the origins and development of Social Security in the United States. It then looks at the issues related to the current Social Security debate and review the options for reform, including the proposal to introduce personal savings accounts. Finally, it contrasts the current debate in the United States with the Canada Pension Plan reforms to which the federal and provincial governments agreed in 1997.

The financial product known as the "reverse mortgage" allows homeowners to withdraw part of the net value of their residence and thereby boost their disposable income with the equity tied up in their homes. In the coming years, it could play a key role in retirement funding. This paper describes how the reverse mortgage works, summarizes the reasons for its current marginal role in Canada, and explores it future potential.
