Tabled in Parliament on July 2, 1997, the five-volume report titled Dishonoured Legacy: The Lessons of the Somalia Affair is likely the most comprehensive assessment of the Canadian Forces ever undertaken.

The report contains the Commissioners' views, findings and recommendations on the many issues specified in their terms of reference from the Government. It spans a broad range of subject matter such as:
  • the chain of command
  • leadership
  • accountability and disciplinary issues within the Canadian military
  • suitability of units for employment and deployment
  • mission planning
  • selection and screening of personnel
  • training
  • operational readiness
  • the rules of engagement
  • the military justice system

It also contains considerable narrative detail and analysis of the decisions leading up to the Somalia mission and the events of March 4, 1993, when one Somali civilian was killed and another was wounded.

The report is based on input derived from over 38,000 pages of testimony from 116 witnesses, and the analysis of more than 150,000 documents and countless published books and articles. This is likely the most comprehensive assessment of the Canadian Forces ever undertaken. A must-read for anyone interested in military and defence issues, openness and disclosure in government, public policy or public accountability.
