Issued by the Commission of Inquiry into the Sponsorship Program and Advertising Activities. Published by Canadian Government Publishing, 2006. Description: |
The Gomery Commission Phase II Report was delivered to the
Governor in Council on Wednesday, February 1, 2006. Its second and final report entitled Restoring Accountability contains a series of recommendations for measures and reforms needed to prevent or discourage the type of mismanagement of advertising and sponsorship activities which were described in the Commissions Fact Finding Report entitled Who is Responsible, which was released on November 1, 2005. The second report focuses on the two issues of accountability and transparency. The recommendations report volume is supported by three research volumes containing the text of 17 research studies which were commissioned specifically to assist Justice Gomery in making his recommendations. Political scientist Dr. Donald Savoie, the Director of Research for the Commission, was responsible for generating this research. |
About the Commission of Inquiry into the Sponsorship Program and Advertising Activities |
The Inquiry arose as a result of the significant concerns raised
in the Report of the Auditor General to the House of Commons with respect to
the sponsorship program and advertising activities of the Government of Canada.
According to her Report, there were failures of internal control systems, a
lack of appropriate documentation justifying material expenditures of public
money, the payment of large sums of money to private parties with no apparent
value being received in return, a systematic disregard of the applicable rules
including those contained in the Financial Administration Act, a lack of
competition in the selection of advertising agencies, and a general bypassing
of Parliament. The Commission was given a broad discretion to investigate any circumstances it considers relevant to fulfilling its mandate. John H. Gomery, a Justice of the Superior Court of Quebec for more than 21 years, was appointed to head the Commission. The second mandate calls upon the Commission to make recommendations to the Government of Canada, based upon its findings of fact, to prevent mismanagement of sponsorship programs and advertising activities in the future. The Commission was given a broad discretion to investigate any circumstances it considers relevant to fulfilling its mandate. John Gomery, a Justice of the Superior Court of Quebec for more than 21 years, was appointed to head the Commission. Justice Gomery proposed to submit two Reports to the Governor in Council. The first Fact-finding report was released November, 2005. The second and final report of recommendations was released February 1, 2006. For further reading, may we suggest: Inside Gomery. |
