Refugee Protection and Border Security: Striking a Balance is a report of the House of Commons Standing Committee on Citizenship and Immigration, chaired by Joe Fontana. The report was tabled March 2000.
In the summer of 1999, the arrival off the shores of British Columbia of four boats carrying 599 migrants placed a spotlight on Canada's immigration and refugee laws. It was in this context that the Committee decided to undertake this study on the refugee determination system and the security of Canada's borders.
