User’s Guide - NBC 1995: Fire Protection, Occupant Safety and Accessibility (Part 3)

Please Note: The National Fire Code 2005 is now available. User’s Guide – NFC 2005, Application and Intent Statements (CD-ROM only) is expected to be released in 2006.

This user's guide to Part 3 of the National Building Code explains the intent of many Part 3 requirements and provides a background to and reasons for many of its more complex requirements.

Part 3 - which applies to all buildings (regardless of area or height) that contain assembly occupancies, care or detention occupancies, or high hazard industrial occupancies, and to all buildings of all other categories that exceed 600 m² in area or 3 storeys in height - is concerned with maintaining the health and safety of the occupants and assuring accessibility.
The guide contains three commentaries:
  • Commentary A, which updates and expands the previously published Commentary on Part 3
  • Commentary B, which provides guidelines for applying Part 3 of the NBC to existing buildings
  • Commentary C, which includes information to assist persons who are maintaining or modifying smoke-control measures in existing buildings
Whether you are constructing a new building or changing an existing one, this guide is designed to provide you with the information you need to design healthy, fire-safe and barrier-free buildings .
