subjected to rising costs, increased demand and government cutbacks. In Who
is the Master? authors Monique Jérôme-Forget and Claude Forget
argue that the goal of surviving under the strain - and indeed, providing for
accountability, flexibility, better knowledge and more targeted research - is
achievable. They present a blueprint for reform: using internal markets and
supply and demand to create a more efficient, user-oriented system that ensures
universality and retains public funding. An interesting discussion of an issue
about which most Canadians are concerned.
