Before, puts this years federal election into perspective alongside
14 historic campaigns, including those that created Confederation, carried
Canada through two world wars and a great depression, and brought to the fore
the issues of Quebec separatism and western alienation. The author, Ray Argyle, is a veteran Liberal party campaigner who concludes that the Liberal party survived the 2004 federal election because a "deeply-rooted dependency" of many voters on government programs made them "impervious to any appeal of the Conservative party." Argyle makes the case that Western alienation, one of the issues which Prime Minister Martin has committed himself to resolving, will only be overcome by moving the federal government closer to the people, not by delivering greater powers to the provinces. Argyle concludes that Canada needs a second national capital in the West and recommends that Calgary be designated as a co-capital equal in status to Ottawa, with Parliament, the Supreme Court and government departments having a presence in both cities. |
