| Challenge for Change: A Study of Cost Recovery is the title
of the June 2000 report from the House of Commons Standing Committee on
Finance. The Committee examined the implementation and effectiveness of the
Government of Canada's Cost Recovery and Charging Policy. Implemented in April
1997, the policy sets out a number of major principles for departments and
agencies to apply when setting up user fees. The Committee examined two basic
questions: Is the Cost Recovery and Charging Policy being implemented
